NRM Struggles to Win Kabale Mayoral Seat After 25 Years
Despite strong support in the region, the National Resistance Movement has been unable to capture Kabale Municipality’s mayoral seat, which has remained under opposition or independent leadership for the past quarter-century.

For the past 25 years, the National Resistance Movement (NRM) has struggled to win the Kabale Municipality mayoral seat, even as the party enjoys notable support among residents.

The position has consistently remained under opposition control.

Currently, it is held by independent candidate Sentaro Byamugisha, a former member of the Forum for Democratic Change (FDC).

In the recently concluded 2026 mayoral elections, Byamugisha retained his seat after defeating the NRM flagbearer, Sam Arinaitwe.

Political analyst Prof Sabiiti Makara observes that it is crucial for the NRM to identify candidates who can resonate with the needs and aspirations of the urban electorate.

“The ruling party must pay close attention to the unique dynamics of urban areas rather than applying approaches suited to rural populations,” Prof Makara said.

Another analyst, Robert Kakuru, attributes the opposition’s continued hold on the mayoral seat to its strong political identity, innovative campaign strategies, consistent promises, and persistence over time.

Kabale District NRM Chairperson Bridget Asinga acknowledged the party’s long-standing failure to secure the mayoral position.

“The party is making efforts to persuade the current independent mayor to join the ruling party and is also reviewing the reasons voters have consistently favored opposition candidates,” Asinga noted.
